London 2012 Olympic Games Venue Transport Operation Plans

London Organising Committee of the Olympic Games (LOCOG) and the Olympic Delivery Authority (ODA)

Steer Davies Gleave developed Venue Transport Operations Plans for London 2012 venues for the Olympic and Paralympic Games.

Our Role

Steer Davies Gleave’s Director of Sports and Major Events was previously LOCOG’s Head of Venue Transport responsible for the planning and delivery of Venue Transport Operations for all sixty competition and non-competition venues used in the 2012 Olympic and Paralympic Games. He and other ex-LOCOG and ODA staff, now with Steer Davies Gleave, developed Venue Transport Operations Plans (VTOP) for each venue.

In addition, Steer Davies Gleave supported the Olympic Delivery Authority (ODA) and the London Organising Committee for the Games (LOCOG) by producing the initial versions of the Venue Transport Operations Plans for four venues in the River Zone.

How we did it

The VTOPs were developed in conjunction with all Functional Areas (e.g. Transport, Security, Logistics, Venue Management) for each venue in order to balance the needs of each client group and functional area with the constraints of the site.

The VTOP detailed exactly how each venue would operate in terms of transport for Athletes, Team Officials, Technical Officials, International Federations, Media, Olympic Family, Marketing Partners, Workforce and Spectators. It included the plans for vehicle access routes, security screening, traffic management, parking, staging and load zones. For spectator transport it covered all modes of transport.

In addition, each VTOP set out how vehicle access would be controlled at that venue using the Vehicle Access and Parking Permit Scheme (VAPPS) and the Local Area Traffic Management and Parking Plan (LATM&P) for the streets surrounding the venue that needed temporary traffic management measures to keep the area free of congestion.
